Economic development is a tough mission at the primary stage of socialism, and so with the constitutional consolidation. Development does not equal consolidation. Deng Xiao-ping once pointed out that there are many troubles after economic development. Since the 18th Party Congress, the CPC Central Committee, with Comrade Xi Jin-ping at its core, has emphasized that socialism with Chinese characteristics is socialism in nature, made it clear once again that we should follow the path of socialist modernization and adhered to the overall leadership of the CPC, and further formulated the strategic layout of the four-pronged comprehensive strategy and the overall layout of the“five-in-one”of economic, political, cultural, social, and ecological advancement. The major achievements have been made in comprehensive construction, and the fundamental system of socialism with Chinese characteristics has been developed and consolidated. On the new journey of socialist modernisation, new social contradictions are more intricate and complex. It is more necessary to comprehensively strengthen the various construction at the primary stage of socialism and steadily promote our socialist society from the primary stage to a higher one.
