The Decision on Major Issues of CPC Central Committee Concerning Comprehensively Deepening Reforms put forward that the general purpose of deepening all-round reform is to improve and develop socialism with Chinese characteristics, to advance the modernization in the state governance system and governance capability. Establishing this overall goal provides significant guidance to deepen reforms. This is not only the inevitable demand of founding modern socialist country, but also a major innovation of governing conceptions. Guided by Marxist state theories, this paper comes up with the fundamental strategy of achieving modernization in the state governance system and governance capability based on the practical development of state governance.
