Since the reform and opening up, urbanization has made great progress in China. In the meantime, there are problems which require urgent attention. With great social progress and dramaticet social changes, the semi-urbanization of new immigrants in cities has directly affect the process and quality of urbanization as a whole. The lack of social rights of new immigrants in cities lies mainly in labor and employment, housing, education and social security. The causes include the obstacle of old ideas, the barriers of consolidated interests and absence of institutional arrangement, which are extremely harmful to social justice. In the process of new forms of urbanization, the systemic obstacles of land circulation and household registration must be broken and the top level institution and mechanism must be well designed.
