The development of people’s democracy throughout the process is the essential requirement of Chinese path to modernization. It points out the direction for improving the democratic governance capability at the grass-roots level, aims to realize “governable democracy”, runs through the democratic election, democratic consultation, democratic decision-making, democratic management, and democratic supervision at the grass-roots level, and releases the broadest, most authentic, and most effective democratic efficacy. The grassroots democratic governance capacity is the mechanism for driving the full process of people’s democracy, focusing on supporting “democratic governance”. From popular elections and integrated consultations to scientific decision-making, co-governance management, and comprehensive supervision, the five capabilities complement each other and are internally unified, effectively answering the question of how people’s democracy can be implemented throughout the entire process. We must unwaveringly follow the path of socialist political development with Chinese characteristics, and the ability of grassroots democratic governance runs through the entire process of people’s democratic development, reflecting the essential requirements of supporting a better life and promoting the construction of a socialist modernized strong country. We must adhere to the organic unity of the Party’s leadership and the supremacy of the people, practice the “four unifications” of people’s democracy throughout the entire process, fully demonstrate the advantages of the socialist system and governance efficiency, and lay a solid foundation for achieving higher-level socialist democracy.
