Wang Song: On the Role of State-Owned Enterprises in Accelerating the Formation of New Quality Productive Forces

  The key to accelerating the formation of new quality productive forces lies in promoting industrial innovation through scientific and technological innovation. The fundamental driving force of industrial innovation comes from creating new theories, researching and developing new technologies, and exploring new elements. Facilitating evolution depends on cultivating new labor, reconfiguring organization, and developing new products, while realizing development lies in developing new industries, giving rise to new modes, and generating new driving forces. Developing new quality productivity equals the transformation from scientific and technological innovation to real productivity, and there exists innovation fog in the aspects of original innovation, learning diffusion, and achievement transformation. To cracking the innovation fog, we should grasp the characteristics of innovation, take innovative enterprises as the mainstay, promote the docking, conversion and industrial application of scientific and technological knowledge, and shape strategic control, financial commitment, organizational structure. With preferential advantages, state-owned enterprises should play a role in building innovative organizations and establishing platforms of various types to support and organize the innovation chain in industrial clusters. As for the remaining constraints, SOEs should solve the problem through organizational streamlining, engineer interaction, regulatory orientationand other methods to promote the development of new quality productivity.
