New quality productivity plays a leading role in innovation, breaking away from traditional economic growth models and development paths of productivity, and possessing advanced productivity qualities characterized by high technology, high efficiency, and high quality, in line with the new development concept. General Secretary Xi Jinping pointed out that developing new quality productive forces is an inherent requirement and important focus for promoting high-quality development. We must continue to focus on innovation and accelerate the development of new quality productive forces. In the face of new changes in the world, national conditions, and party situation, as well as a new round of technological revolution and industrial transformation, we must conscientiously implement the strategic deployment of the Third Plenary Session of the 20th Central Committee of the Communist Party of China on “building a system and mechanism to support comprehensive innovation” and “improving the system and mechanism for developing new quality productive forces according to local conditions”, and win the five major innovation battles.
