Common prosperity is not only the important content of scientific socialism, but also the perpetual objective that the CPC struggles for. On the basis of reviewing historical experiences and lessons, Deng Xiaoping proposed the idea of “earlier prosperity and common prosperity” and put it into the practice of socialist construction. The theory and practice of socialism with Chinese characteristics have fully illustrated that common prosperity is the aim, earlier prosperity by part of the people is the means. Earlier prosperity that deviates from the goal of common prosperity inevitably leads to polarization. On the basis of elaborating the dialectic relationship between earlier prosperity and common prosperity, this paper analyzes the practical difficulties that resource-rich regions encounter in the process of achieving common prosperity, and proposes  countermeasures for such regions to achieve common prosperity.
