Abstract: It is the scientific methodology of Marxist political economy to understand and grasp the characteristics and trends of a society’s economic activity within the system of economic laws. According to the ideological methodology of Marxist political economy on the system of economic laws, whether or not the economic activity of a certain society is high-quality development can be judged at three levels: the dialectical relationship between productive forces and relations of production, the unimpeded circulation of the economic organism, and the relationship between supply and demand in the market economy. Xi Jinping’s important discussion on high-quality development embodies the creative application and innovative development of the ideological methodology of Marxist political economy on the system of economic laws, and constitutes an important element of Xi Jinping economic thought. Starting from the system of economic laws that should be followed in high-quality development, it is needed to grasp the issue related to the direction concerning promoting Chinese-style modernization with high-quality development.
