A distinctive feature of Chinese-style modernization is that it elevates development to civilization. The transition from development to civilization has brought about a profound transformation of development, a major elevation in its realm, a major expansion in its content and a major deepening of its connotation. The civilization of development is mainly demonstrated through the civilization of the purpose of development, the civilization of the process of development, the civilization of the ways and means of development, and the civilization of the results of development. China’s development has been able to form a new civilization mainly because of its adherence to various laws, its answers to various “questions” and its solving of various “problems”. China’s development is not only a kind of “civilizational development”, but also a kind of “developmental civilization”, which while elevating development to civilization, further promotes the development of the civilization itself, bringing it to a new historical height.
