The Decision adopted at the Third Plenum of the 20th Central Committee of the Communist Party of China not only emphasizes the adherence to a systematic approach in further deepening reforms, but also implements the requirements of a systematic approach in all reform measures and strategic deployments. Adhering to the systemic concept is not only a requirement of Xi Jinping’s worldview and methodology of socialism with Chinese characteristics for a new era, but also a requirement of comprehensively deepening reform practice. Adhering to the system concept not only requires handling major relationships between the economy and society, government and market, efficiency and fairness, vitality and order, development and security, but also using a comprehensive and balanced approach to scientifically solve many complex problems.
