CHENG En-fu, LIU Mei-ping: Theoretical Analysis and Cultivation Path of New Qualitative Productivity

  New quality productivity is the unity of high-quality productivity and socialist production relations with Chinese characteristics. In terms of high-quality productivity, new quality productivity refers to the productivity of new core production factors that enhance traditional production factors. Data, information, and the internet, as new production factors, have the ability to control and integrate traditional core production factor capital due to their strong permeability, multi compatibility, and super spatiotemporal diffusion, becoming the primary breakthrough point for leveraging the development of new quality productivity. New quality productivity is a collective new technology system and a productivity supported by the upgrading of the entire industrial chain. The collaborative innovation of cutting-edge basic science and developmental applied science, as well as the integration and optimization of the entire industrial chain, jointly promote the connotative development of new quality productivity. In terms of socialist production relations with Chinese characteristics, public ownership of the means of production is an institutional production relationship that promotes the development of new quality productive forces. State owned enterprises and national private enterprises are the most important micro carriers of the development of new quality productive forces. Constructing a good relationship between efficient and beneficial governments and efficient and fair markets is to standardize the development order of new quality productive forces. On this basis, we will cultivate high-quality development of new productive forces by establishing new mechanisms, opening up innovative fields, opening up new tracks, and creating a new environment for world peace.
