In the practice of socialist construction, the Communist Party of China has gradually deepened its understanding of the development stages of socialism. At the beginning of the People’s Republic of China, the Party scientifically grasped the long-term and complex nature of socialist construction, and realized that the establishment of a socialist system is different from the realization of socialism. During the period of reform and opening-up, the Party has specified that China is at the primary stage of socialism. Since the 18th National Congress of the CPC, the Party has successively put forward that “socialism with Chinese characteristics has entered a new era” and China has entered a “new stage of development”, achieving new development in the Party’s theory on the development stages of socialism. Concrete expressions of such theoretical development can be found in the fact that more attention is paid to the long-term and phased characters of, and the distinction between the universal and the particular in the development stages of socialism, and to the grasp of the development stages from the interaction between the world and China.
