In terms of its basic meaning and practical requirements, the Chinese path for the governance of scientific and technological development is embodied in “ten principles”, namely, adhering to the Party’s overall leadership in the cause of scientific and technological development and continuously improving the Party’s capacity for the governing scientific and technological development; upholding people-centered idea of development and meeting the people’s needs for quality life;adhering to the goal of building a country strong in science and technology and striving to enhance China’s overall scientific and technological strength and international competitiveness; upholding the new concept of development and striving to promote quality economic and social development; insisting on the path of independent innovation with Chinese characteristics and striving to achieve high-level scientific and technological independence and self-reliance; persisting in deepening the reform of the scientific and technological system to fully stimulate innovative vigor; upholding a systemic perspective and stressing the systematic, integral and coordinated governance of scientific and technological development; ensuring coordinated development and security, and effectively guarding against and defusing risks and overcoming challenges; integrating into the global innovation network and deeply participating in global science and technology governance; implementing strategies on developing a quality workforce in the new era and paying greater attention to fostering innovation-oriented talent. These ten principles form an organic whole with an inherent logic and profoundly reveal the most essential characteristics, value orientation, goal, core concept, fundamental requirements, power sources, scientific methods, major principles, open characteristic, and talent guarantee of the path with Chinese characteristics for the governance of scientific and technological development.
