From the perspective of “structure-function” and refined framework for modernizing governance system and governance capacity, this paper analyzes the character of China’s governance modernization, and provides theoretical support for the promotion path of national governance capacity. It examines China’s specific character of national governance system from structures of such three levels as organizational system, institutional system, and space-time environment, and also the character of national governance capacity from capacities of such three types as institutional absorption, institutional integration, and institutional execution. It then infers that the most essential feature of China’s governance modernization is “harmony, cooperation, and confluence” under the leadership of the Communist Party of China.
