The rural collective economy is an important part of China’s basic socialist economic system, the economic foundation of China’s socialist system in the countryside, the mainstay of the state in guiding, promoting and regulating the non-public economic and social development of the countryside, the fundamental guarantee of realizing the fundamental interests of the masses of peasants and common prosperity, the material basis of the CPC for ruling in the countryside, an important carrier for enhancing the degree of peasants organization, and the institutional basis for adhering to and perfecting the two-tier management system of combination of centralization and decentralization. The development of the rural collective economy in the new era is an important and urgent task, which is related to the long-term rule of the CPC, the common prosperity of Chinese peasants, the modernization of China’s agriculture, and the rural revitalization. To develop the rural collective economy in the new era, it is necessary to strengthen the Party’s overall leadership in developing the rural collective economy, enhance confidence in developing the rural collective economy, develop the rural collective economy in the spirit of reform and innovation, have the rural grassroots Party organizations play the main role in developing the rural collective economy, and cultivate a large team for developing the rural collective economy.
