Since the 21st century, major pestilence is still rampant,which constitutes a major obstacle and problem in globalization. Das Kapital provides many a way to solve the problem, explains the causes of capitalist plagues, the ways of prevention and control, and their crux, and reveals that under the capitalist production conditions, capital proliferation will inevitably lead to the poverty of the proletariat, the spread of epidemics and“human disasters”which are essentially different from“natural ones”; on the other hand, the plagues decrease the number and the quality of the proletariat (that of the bourgeoisie as well), which seriously affects the accumulation of capital production. In order to maintain the sustainability of capital accumulation, capitalists have implemented measures to prevent plagues, such as protection and isolation, church relief, etc. However, in terms of theoretical depth, Das Kapital holds that capital is the“culprit”for the formation and spread of modern plagues, so it is necessary to sublate and surpass capital, that is, to criticize capital. As far as the practical principle is concerned, the monograph provides important theoretical reference and practical guidance for China to fight epidemics in the new era, which is embodied in the systematic gene of people orientation, the health consciousness of prevention and control, the management efficiency of social governance, and the development vision of governing for the people etc.
