“Advocating a community of common destiny and opposing Cold War mentality and zero-sum game”, put forward in General Secretary Xi Jinping’s July 1st Speech, proposes a new topic for developing Marxism in the 21th century, namely to coordinate scientific socialism with a community of common destiny. The idea differs from and coincides with Marx and Engles’ ideal of “a community of free individuals”, with the former as a necessary transition for promoting human liberation in the new age. Hence, we shall dialectically read the connection between the two, distinguish the differences between the “internality” and “externality” in terms of “double necessity”, and recognize the concept either for fact judgment or value assessment. Reviewing socialism with Chinese characteristics in this sense foregrounds its global significance in three aspects:justifying the diversification of human cultural development and providing new development resources for civilization, transcending rather than simply revitalizing Stalin socialism and endowing socialism with new connotation, as well as leading the current world system of politics and economy to justice and fairness rather than overthrowing and making new contributions to human liberalization via the promotion of world peace.
