Kang Naixin:On the Risk Prevention and Mechanism Modification of Mixed Ownership Reform : A Marxist Perspective

Comprehending the nature of Mixed Ownership Economy shall neither be biased nor be confined to discussing its public or private ownership.Instead ,we shall deepen the knowledge of Marxist share-holding theory and lay detailed researches on its risk prevention and mechanism modification with its applicatio ncontinually expanded. Attention should be attached to whether the ownership institution and management means of state-owned capital are in line with China’s rudimentary economic institution and industrial development.We should focus on the existing “Internal Manager Issue ” in reform,which could otherwise lead to the risks of privatization and the diminished safety and effectiveness of national capitals,and etc.In prevention of these risks,we shall lay weight on the mechanism construction in Mixed Ownership reform,further modifying governance mechanism for state-owned enterprises and optimizing the layout of national capital.We shall also see to the mutual combination and labor division between public and non-public economy and better classify the functions of state-owned enterprises.
