Leng Zhaosong:The Development of "Mixed Ownership Economy" and Its Nuclear Connotation

Under three-decade continual practices since the 3rd Plenary Session of the 11th Central Committee of CPC, the theories and policies for developing "mixed ownership economy"have been taking shape and constantly been improving. In 1993, the renewing theory of "economic units with mixedl ownership of assets" was put forward on the 3rd Plenary Session of the 11th Central Committee of CPC,ensuring space for theoretical, practical and policy innovation in developing mixed ownership economy. In 1995, the report of the 15th NCCPC proposed for the first time the notion of "mixed ownership economy". And the theory was further improved, calibrated and renovated on the 3rd Plenary Session of the 18th Central Committee of CPC in 2013, which unveiled its nuclearconnotation and the prospect of mixed ownership reform of state-owned enterprises.The publication of A Guidance of Deepening the Reform of State-Owned Enterprises in 2015 clarified the goals of mixed ownership reform of state-owned enterprises.
