On September 13th, 2015, the Central Committee of CPC issued “The Guidance on Promoting the Reform of State-Owned Enterprises”, which included previous achievements in SOE reform as well as current frustrations. As referred to the  Guidance, proper significance should be paid to the following three aspects: the reform aims at optimizing and strengthening SEOs rather than weaning off or even perishing them, which underlies the fundamental direction of the reform. Deepening the reform focuses on persisting in and speeding up the step of marketization, as well as enhancing the dialectical unity of the dominance by state-owned economy and the expansion of the marketization. To sum up,the SOE reform pinpoints the practical implementation, specifically demonstrating the resolution to “separate government and enterprise functions”.
