Zhou Jianming:Developing the Rural Collective Economy-A Major Problem that should be Solved Urgently in the Road ofSocialism with Chinese Characteristics

  Since the introduction of the household contract responsibility system, we haveimplemented unified and separate family-run rural collective economy in our country. The integration is not only the way ofChina’s agricultural business,but also the support methods of the construction of rural grassroots political power and socialconstruction, cultural construction, ecological construction.Since the reform of rural taxes and fees, in order to alleviate theburden on peasants and prevent arbitrary charges to farmers, the national policy canceled a village-level organizationsextract the Accumulation Fund, the Public Welfare Fund to farmers, and weakened the function of the “unification” ofvillage-level organizations.Although the agricultural inputs are substantially increasing in the village-level organizations ofthe state in recent years, the vast majority of the country is still in the ends meet, cannot afford to implement theconstruction requirements of the state of the scientific development. The construction of rural grassroots relies mainly onnational financial investment “one leg” to walk,or both a national fiscal and rural collective economy “two legs,” which isa major problem that should be solved urgently in the development of the road of socialism with Chinese characteristics.
