He Ganqiang:The Lower Limit of Public Ownership in the Basic Socialist Economic System

  Under the co-existence of multiple forms of economy in China, the only way to hold tight the flag ofsocialism with Chinese characteristics in light of the principles of scientific socialism is to maintain astrong public economy and stick firmly to the dominant position of public ownership. Such a position is notan abstract stipulation, but rather realistic, which can be demonstrated with statistical index. Only throughthe object form (or value form) of capital, and with the statistical index that reflects social relations inproduction, can the fundamental ownership relations be truly grasped. From this perspective, only whenemployees of state and collective economy account for no less than 50% in the total employees of thesecond and third industries, can we claim a dominant position of public ownership. This paper concludes byproposing an improvement of the statistical index and its open access by the related statistical department.
