Abstract:Socialist people’s democracy and Western-style democracy have fundamentally different concepts of democracy, and thus fundamentally different forms of realization. Western-style democracy is realized in the form of “election day democracy” in which monopoly capitalist groups compete for political power through political parties, and the people lose their political power through the “transfer of power” of their votes. Socialist people’s democracy is based on the concept of “the people are the masters”, and the sovereignty of the people cannot be transferred, but their power is entrusted to the Party and the government, which bear historical responsibility, and the Party leads the people to be the masters according to the law. The leader only “handles” the power, not “possesses” it, and cannot obtain any personal benefit from the power he handles. Therefore, its realization must be in the form of whole-process people’s democracy. In the new era, the whole-process people’s democracy has the economic, political, cultural and historical conditions for its realization, and thus came into being. In the process of putting it into practice, the contradictions between the purpose of entity and objective reality are bound to arise, and in the process of discovering, analyzing and solving these contradictions, the practical methods of realizing the whole-process people’s democracy are created, which are reflected in the whole process of the relationship between the Party leadership and the people, the whole process of democratic decision-making and democratic governance, and the whole process of selection, management and supervision of leading cadres, thus making the concept of whole-process people’s democracy gradually realized through practice.
