To construct the whole-process people’s democratic international discourse system, it is necessary to investigate the democratic ideology, culture and values contained in it, the democratic international rules, the characteristics of the democratic international discourse system, the form and content of democratic discourse, and the relationship between democratic international rules and the form and content of democratic discourse, and deeply understand the deep-seated logical relationship between it and several elements such as democratic values, specific practices of democracy,democratic evaluation criteria and construction methodology.The construction effect of the whole-process people’s democratic international discourse system is profoundly influenced and constrained by factors such as the country’s comprehensive national strength, the positioning of the democratic community, the strategy of democratic political construction,the policy of democratic external propaganda and communication, and the changes in the international situation and environment of democracy.
