The proposal of the theory of new quality productive forces represents a mutual engagement between this “idea” and the “reality” of high-quality development, as the latter has become a pressing issue in the current social development of China. New quality productive forces are not just any new productive forces; they are the new or currently most advanced productive forces that can dominate all other sectors of the economy, enabling us to stand at the center of the world stage.The high-quality development of productive forces is not entirely the same as the high-quality development of the economy,just as use value is not the same as value. Although the development of new quality productive forces primarily leads to the growth of use value rather than that of the newly created value, it nevertheless creates the material conditions necessary for high-quality economic development.
