Li Han-qing:Collective Economic Development and Rural Revitalization under the Leadership of Party Construction: A Case Study of the Tangye Experience

    The strategy of rural revitalization calls for enhancing rural endogenous dynamics, improving rural outlook, and achieving common development in both urban and rural areas. Under the leadership of the Party branch, Tangyo Village in Guizhou Province has developed and expanded its collective economy through“joint-stock cooperation and the integration of village committee and economic cooperative”, which has formed the Tangyo experience of poverty alleviation. The experience of Tangyo originates from its four-in-one comprehensive reform of“the leadership of Party building, reform orientation, joint ventures and villagers’self-government”, with the core of, which can be summarized hereafter, Party building +“three rights”+ the integration of village committee and economic cooperative + industrial poverty alleviation + financial development. It is manifested in the following ways: first, exploring a path of endogenous development led by the Party building at the grass-roots level and integrating farmers; second, promoting the integration of rural industries into the market through property rights reform; third,boosting common prosperity through the collective economic development model of“joint-stock cooperation and the integration of village committee and economic cooperative”; and fourth, optimizing villagers’self-government by village rules and regulations and preventing villagers from falling back into poverty. Against the background of the era of comprehensively strengthening the leadership of the Party, the governance pattern of“Party branch+”represented by Tangye village can become a realistic path for the“second leap”of agriculture and the realization of rural revitalization.
