  Collective ownership suits a low level ofproduction force which requires an organized production to improve production socialization.Based on recognition of the

  ownership and usufruct of the laborers,the dispersive production elements are organized into collective productionelements for scale production to both guarantee individual’s rights and interests and improve the level of productionsocialization. Now collective economic bodies are too few in our country and proportion too low, far from meeting theobjective demands of modernization.To further develop collective ownership becomes the urgent demand of speeding upsocialist modernization and common wealth of laborers. In recent years, some excellent collective ownership units haveappeared and are gaining an outstanding vitality, whose experiences should be summarized and popularized to other areas.
