Abstract: Before the establishment of New China, the CPC and Mao Zedong, basing on China’s national conditions and drawing on the experience of the Soviet Union in building the State, constructed the institutional framework of a modern State, which mainly included a development-oriented strategy of industrialization and a corresponding economic system, a new type of national political system and party system with Chinese characteristics and an autonomous diplomatic strategy, etc. Mao Zedong’s system design for the New China is both a major innovation in the sinicization of the Marxist theory of the state and lays the foundation for China’s modern state-building and development.
