Abstract: The report of the 20th National Congress of the CPC emphasizes that by 2035, we should “substantially grow the per capita GDP to be on par with that of a mid-level developed country”, and “make more notable and substantive progress in promoting the people’s well-rounded development and prosperity for all”, which require the implementation of “Two Doubles” action, namely, the action of doubling the per capita income of residents and of doubling the size of middle-income groups. The “Two Doubles” action has both important strategic value and scientific practical requirements. We should avoid economic slowdown but maintain reasonable growth, and strive to solve the shortcomings in the areas of income distribution and equalization of basic public services. We should focus on economic development, liberate and develop productive forces, implement the economic revitalization plan, establish the status of enterprises as market entities, guide and encourage healthy development of capital, improve the income distribution system, implement the strategy cored with human capital, and put the “Two Doubles” action into practice.
