A correct understanding of the characteristics of capital and its behavioral laws is very important for the development and growth of the private economy. The characteristics of capital are reflected in three dimensions: Firstly,as a social relationship, capital carries the power to dominate labor and other factors of production, Secondly,as a factor of production, capital can promote the rational allocation and rapid flow of social production resources, create the wealth of social and improve economic efficiency, and promote the development of the social productive forces, And thirdly, capital has the power of the community, with a certain degree of political function and ideological function,To guide the orderly development of capital, we should objectively view the law of capital’s behavior and emphasize its positive role in guiding resource allocation, promoting innovation and improving efficiency, At the same time, we need to regulate and limit its negative effects of profit-seeking, detachment from the entity, innovative mobility, regulatory evasion and expansive penetration,To we should clarify the boundaries of the respective investment and promote the development of private economy.financing behaviors of the government and the market, guide the private capital to enter new fields in an orderly manner, set the capital traffic light scientifically, and strengthen its social responsibility.
