The new national system has the function of accelerating breakthroughs in key core technologies, and plays an important role in building a new development pattern dominated by the domestic cycle. At the current stage, due to the influence of social cognitive factors, the exploration process of the new national system is relatively slow. The new national system is suitable for situations where the project technology route is clear, the technology research and development is at the forefront and there is a clear gap with other countries, and the independent technology route is a necessity and is insensitive to costs to a certain extent. When implementing the new national system, several key points should be paid attention to: the combination of centralized overall planning and the autonomy of innovation subjects, the combination of bureaucratic and flexible organization, the integration of costs and benefits and the combination of the new national system with the independent R&D activities of enterprises. Combined with the characteristics and status quo of the new national system, the strategic measures to implement this system include accelerating pilot construction and implementing the model of “expanding while exploring”, controlling the scope of implementation of the new national system; cultivating a social atmosphere conducive to the research and promotion of the new national system; establishing a good exit mechanism.
