Li Ran:Pilot Projects: Chinese Methods and Experience of the Reform and Opening-Up Policy

Researching pilot projects is an indispensable academic perspective when it comes to the study of the reform and opening-up or even that of the CPC. Pilot projects could be launched and developed by any countries in any times as a way of national governance. The CPC’s organization and exercise of pilot projects is an outstanding success, coupled with inevitable historical trend as well as the realistic rationality. In the implementation of pilot projects, the CPC exhibited exclusive strategic advantages, with marked methodological features in leading power, leading method, mechanism for allowing and correcting mistakes as well as the art of leadership. Summarizing the experience of implementing the forty-year reform and opening-up, we should grasp the outstanding characteristics and advantages of the CPC in exercise of pilot projects and identify and guard against their inherent risks and challenges, so as to bring about the benign interaction between pilot projects and comprehensive reform and ensure the steadiness and sustainability of the reform.
