total social capital, while the latter is especially important for macro regulation of socialist market economy.With particular attention to the issue of proportional development, Marx exposed the conditions for social reproduction and the rules of proportional development by analyzing the reproduction and circulation of total social capital. The last forty years of reform and opening witnessed not only the stunning achievements of economic development, but the problem of partial disproportion and consequential structural imbalance.Therefore,we should abide by the rules of proportional development under the guidance of Marxist political economy, straightening out the relations between government and market, and continually optimize economic structure with sustainable economic development as its pivot.
