On the morning of November 6, 2023, Xin Xiangyang, Party Secretary and President of the Academy of Marxism, met with the delegation of the Theoretical Committee of the Central Committee of the Communist Party of Vietnam (CPV) headed by Mr. Ta Ngoc Tan, and arranged an academic symposium at the Academy of Marxism. Lin Jianhua, Vice-President of the Academy of Marxism, chaired the meeting and expressed the welcome to the visit of the delegation. He presented in detail the functions and positioning of the Chinese Academy of Social Sciences; the founding history, organization setup, platform construction, building of talent team, etc., of the Academy of Marxism; and the development of integrated construction of research and education, discipline construction, and cultivation of talents between the Academy of Marxism and School of Marxism of University of Chinese Academy of Social Sciences.

Ta Ngoc Tan, Head of the delegation, said he felt honored for this visit to the Academy of Marxism of the CASS. He introduced the functional orientation of the Theoretical Committee of the Central Committee of the CPV, and the main objectives and tasks of the visit to China and the Academy of Marxism of the CASS. He pointed out that the CPV and the CPC had deep revolutionary friendship, and the CPV attached great importance to absorbing the valuable experience of the CPC in leading China to develop socialism, which has also strengthened Vietnam’s confidence in developing socialism.

President Xin Xiangyang welcomed the delegation headed by Ta Ngoc Tan to visit the Academy of Marxism and made a keynote speech titled “The Main Achievements and Basic Experience of the Reform of China’s State-Owned Enterprises.” He pointed out that state-owned enterprises (SOEs) are the important material and political foundation of socialism with Chinese characteristics, the important pillar and supporting power of the CPC’s governing and rejuvenating the country, and play an irreplaceable and important role in comprehensively advancing the process of Chinese-style modernization. Since the second half of 2020, through the implementation of the “Three-Year Action Plan for the Reform of State-Owned Enterprises (2020–2022),” the reform of market-oriented operation mechanism of SOEs has been further pushed forward, enterprise vitality and efficiency continuously increased, the layout and structure of the state-owned economy optimized and adjusted, the overall function and allocation efficiency of state-owned capital significantly improved, the system of supervision of state-owned assets matured and established, and the institutional construction strengthened. Xin Xiangyang emphasized that in the process of practicing the reform of SOEs in the new era, China has accumulated valuable experiences, which need to be adhered to for a long time and continuously improved: firstly, the reform of SOEs should always adhere to the leadership of the CPC; secondly, the reform of SOEs should always adhere to serving the overall situation of the cause of the CPC and the country; thirdly, the reform of SOEs should always adhere to the direction of socialist market economy reform; and fourthly, the reform of SOEs should always adhere to the scientific methodology of reform. Xin Xiangyang pointed out that China’s state-owned assets and enterprises will fully implement the spirit of the 20th National Congress of the CPC and the deployment of the Central Economic Work Conference, focus on improving the core competitiveness of enterprises and enhancing their core functions, further implement the new round of deepening and upgrading actions of SOEs reform, and unswervingly promote the state-owned capital and enterprises to become stronger, better and bigger so as to play a greater role in building a modernized industrial system and constructing a new development pattern. The first is to deepen the reform around enhancing industrial leading force and better promoting the construction of a modernized industrial system; the second is to deepen the reform around enhancing scientific and technological innovativeness and effectively playing an important role in the new type of national system; the third is to deepen the reform around improving supporting force for safety and focusing on enhancing the level of secure development capabilities; the fourth is to deepen the reform around creating new modern state-owned enterprises and accelerating the improvement of modern corporate governance of state-owned enterprises with Chinese characteristics; and the fifth is to deepen the reform around creating a fair and competitive market environment and making the state-owned economy better play the dominant and strategically supportive role.

He Xinyuan, Researcher and Deputy Director of the Department of Sinicization of Marxism of the Academy of Marxism, gave a thematic report titled “The Development of Socialism with Chinese Characteristics in the New Era and Its Experience and Implication,” elaborating around the rich development of socialism with Chinese characteristics in the new era, the inherent definitions of socialism with Chinese characteristics in the new era, and the specific implications of the development of socialism with Chinese characteristics in the new era. Participants in the meeting also exchanged ideas on the theme of the meeting.
