The low-altitude economy refers to economic activities conducted within low-altitude airspace using various aviation transport and operational equipment technologies.The low-altitude economy follows a spatial production logic, which involves utilizing “spatial fix” and “time-space compression” to transform low-altitude airspace from “undeveloped resources” into “strategic assets,” thereby alleviating the downward trend in the average rate of profit. It is premised on revolutionary technological breakthroughs and innovative allocation of production factors,achieving the “regional three-dimensional restructuring” of mode of production through the “air-ground” integration of labor and means of production. To promote the development of China’s low-altitude economy, it is essential to establish a spatial production pathway within the framework of the socialist market economy, deeply integrating the advantages of the socialist system with new quality productivity forces. Specifically, while ensuring the public ownership of airspace resources, we must combine the enhancement of state-owned capital functions with the release of market potential, vigorously promote scientific and technological innovation, build regional industrial clusters for the low-altitude economy, achieve routine regulation of the low-altitude economy, and improve a diversified and collaborative governance structure.
