Modern Chinese civilization contains multiple effectiveness of national governance, namely, the effectiveness of cultural and moral guidance, of value orientation, of philosophy reshaping, and intrinsic motivation. Currently, the national governance effectiveness of modern Chinese civilization encounters a special time predicament presents as: the profound the profound national governance environment under complex historical changes, the new test to modernization of governance system by the multicultural competition, the difficult integration of governance logic and governance philosophy of modern civilization. and the urgent need of innovation drivers for national governance modernization. To give full play to the national governance effectiveness of modern Chinese civilization, it is necessary to build ideological consensus as to give full play to the effectiveness of cultural and moral guidance in national governance promote civilization progress to give full play to the value orientation of national governance to foster cognitive innovation so as to give full play to the philosophy reshaping of national governance: and to activate innovation driver to give full play to the intrinsic national governance motivation.
