Yang Kangkang、Chen Lin:Ideological Governance Empowered by Artificial Intelligence and Responses to Its Risks

As the core technology of the digital age, artificial intelligence creates strategic opportunities for ideological governance with new methods and new platforms. Under the influence of the multi-dimensional embedding of artificial intelligence, current ideological governance has been significantly improved. However, wide application of artificial intelligence has also brought about many dilemmas in ideological governance. The potential risks of technical Leviathan requires close attention, which are expressed in the following forms: infringement on user privacy that results in the destruction of subjectivity of human consciousness; solidification of algorithm-based recommendations that leads to the decentralization of ideological communication; capital-monopolized discourse that creates the risk of ideological manipulation; limited political participation that affects the full expression of ideological discourse. In order to effectively cope with these risks, we should strengthen both prevention and control in enhancing privacy protection, with special attention to maintaining user privacy in technical governance; optimize algorithms and promote benign development of artificial intelligence algorithms; regulate capital and promote healthy development of ideological governance; and strive to increase digital dividends and promote the expression of peoples ideological discourse.
